Senator Al Franken of Minnesota has proposed The Homeowner Advocate Act of 2011. The Act would create the Office of the homeowner Advocate. The primary purpose of the Office would be to protect homeowners that are seeking mortgage modifications through the Home Affordable Modification Program (HAMP). The Office's main functions are to assist homeowners with HAMP modifications, provide housing counseling and providing housing lawyers to assist in resolving problems arising under HAMP. If the Act passes, the Office would be funded by money that is already allocated to HAMP administration but not already committed.
